Powershell script for adding ACL rights

Hi,

I've two DC's, on W2k03 and W2k08, maybe 500 domain user account. One OU is dedicated for all testing. Into that OU we have sevelar sub-OU's.

All users must have added specified security group into own ACL (right click user - Properties - Security and specified group should be added there), and with special attributes Receive As and Send As - Allow.

My questions:
1) How I can check how many users already have added that group with valid attributes? I assume: run powershell script, let's say get-users all domain users, with addedd ACL group and with checked this and that attributes?
2) Once when I identify let's say 200 users with missing ACL right - can I use output of powershell script in step 1) as a input and assign them valid rights?

Is it possible to setup something like this? Please let me know if I need to describe it further.
Thnx!!
