attribute seems to give byte array. How to convert to string?

Hello all,

When I view an attribute in ADUC, it appears as text. When I pull the same attribute up in PowerShell, it displays like so:

I'm guessing this is a byte array? Is there any way to convert this into a string like ADUC displays it?
