Windwos PowerShell Host initialization crash

Hi,

I've installed a fresh Windwos 8.1 Enterprise.

After installing Visual Studio 2013 with Update 2 I'm unable to start PowerShell. I've noticed powershell is not running after trying to initilize the package manager console within VS2013. 

Within the event viewer I only found this record about the exception.

Answer: Not available

I can't figure out what's wrong... cause it's fresh installation... I got the same working setup on my Windows Server 2012 R2 Development machine..
